An informal group of senior practitioners and academics from across the Kurdistan Region's public, private, and academic sectors who are proposing the Institute and preparing its foundation. کۆمەڵێکی نافەرمی پراکتیسەرە بەرزەکان و ئەکادیمیستەکان لە سەرانسەری کەرتە گشتی، تایبەت و ئەکادیمییەکانی هەرێمی کوردستان کە دەزگاکە پێشنیار دەکەن و بنەماکەی ئامادە دەکەن.
The Institute is being proposed by a small founding group of senior practitioners and academics drawn from across the public, private, and academic sectors of the Kurdistan Region. The group convenes informally and is, at this stage, unincorporated. دەزگاکە لەلایەن کۆمەڵێکی بچووکی دامەزرێنەری پراکتیسەرە بەرزەکان و ئەکادیمیستەکانەوە پێشنیار دەکرێت کە لە سەرانسەری کەرتە گشتی، تایبەت و ئەکادیمییەکانی هەرێمی کوردستانەوە کۆکراونەتەوە. کۆمەڵەکە بە شێوەیەکی نافەرمی کۆ دەبێتەوە و، لەم قۆناغەدا، تۆمار نەکراوە.
The group comprises individuals with senior experience in public administration, higher education, law, finance, civil society, and the private sector. Members serve in a personal capacity, not as representatives of their employers. کۆمەڵەکە لە کەسانێک پێکهاتووە کە ئەزموونی بەرزی هەیە لە کارگێڕی گشتی، خوێندنی بەرز، یاسا، دارایی، کۆمەڵگای مەدەنی و کەرتی تایبەتدا. ئەندامەکان بە تواناییەکی کەسی خزمەت دەکەن، نەک وەک نوێنەری کارپێکەرەکانیان.
The group works by consultation and consensus. Working papers are drafted by sub-groups, reviewed in plenary, and, where appropriate, opened to wider consultation through the concept papers. کۆمەڵەکە بە ڕاوێژکاری و ڕاسپاردن کار دەکات. بەڵگەنامەکانی کار لەلایەن لقەکانەوە دادەڕێژرێن، لە کۆبوونەوەی گشتیدا پێداچوونەوەیان پێ دەکرێت و، لە شوێنی گونجاودا، لە ڕێگەی بەڵگەنامەکانی پێشنیارەوە بۆ ڕاوێژکاری فراوانتر کراوە دەبن.
The group's work will culminate in the formal establishment of the Institute under appropriate legal form, the constitution of an inaugural Council, and the opening of foundation membership. At that point the founding group dissolves. کاری کۆمەڵەکە لە دامەزراندنی فەرمی دەزگاکە لەژێر شێوازێکی یاسایی گونجاو، پێکهێنانی ئەنجوومەنی دەستپێک و کردنەوەی ئەندامێتی بنەماکە کۆتایی پێدێت. لەو خاڵەدا کۆمەڵەی دامەزرێنەران هەڵدەوەشێتەوە.
